I think the original blueprint was by Lateef Jakande - probably the best ever governor of Lagos state - but the contracts for the project were terminated by Buhari - at great cost to the country - during his military coup. Bola Tinunbu dusted and revived the project that was first conceived by Jakande. That said, they all deserve some credit for the completion of the project. I never believed it would happen until I saw the first train running. And, yes, it is a big deal.
