For the people that are still stuck in the loop you are going to have to initialize your ps4 (option 6) but if you are a ps plus member you are still able to recover all your data and your ps4 will be back to the way it was but you will still have to redownload all your games though.

‼️I FIGURED OUT HOW TO BREAK THE LOOP WITHOUT DOING THIS METHOD‼️

So this is what worked for me I’ll put it in steps
1: enter safe mode
2: install system update
3: system will reset, you will be taken to the error screen
4: unplug PlayStation from powerpoint (not rlly recommended Ik, but this is what I had to do to break the loop)
5: enter safe mode again
6: rebuild database
7: when ps turns back on, any corrupted data will be fixed and your update should also be installed (it was a shot in the dark for me, but trust me it wiped none of your data at all unless it was corrupted of course and your ps is ready to use again :)
