Alr heres my theory:

Shimo wasn’t able to freeze ghidorah all by herself because like how in GxK Godzilla broke free, what im guessing is that the Kong species alongside the Godzilla species had to team alongside Shimo to slowly drain Ghidorah’s energy till he could finally be frozen. This is because when Ghidorah fought Godzilla during GKOTM he was able to absorb the electricity and use it as some sort of pulse attack and electricity conducts heat ect ect. So chances are they had to get Ghidorah to waste all of his energy and unable to use that lightning pulse thingy and overall froze him.
