Maybe 'Based Through' is the future. If I made my website based through Zola, I wouldn't be going anywhere. However, I wouldn't not be going anywhere either. 'Based on would certainly be incorrect, unless my site was meant to be a simulacrum of Zola. 'Powered by' suggests there is a great deal of money behind an idea and has a corporate connotation. It could also mean a technology of a very high order facilitated my website's creation or functionality.
