To my personal limited tiny knowledge about that part of the world, I do believe the mistake was made way back by if I am not mistaken Nixon administration in the early seventies by agreeing to accept Taiwan as part of one China US policy.Therefore it is not realistic to have two separate sovereign nations and governments under your one China policy that included Taiwan.
