The ones that wore plaid shirts would also be described having spiked bleach blond hair and as you mentioned…thick rubber soled shoes. Like Doc Martins. Funny that the combination did in fact come into fashion with punk and alt styles.i think this lends some cred to what Keel was thinking about dimensional and time related. Indird Cold usually greeted people by first saying ‘do not be afraid’…then would ask ‘what is your time?’. You see this question asked in other alien encounters, some very recent.
Personally, I don’t limit this particular phenomenon as just one thing.

When I think of the weirdo versions of the MIB - as opposed to 'normal' govt black op thugs - I always think of the super creepy preacher from Poltergeist II.
