I'm guessing the movie takes place in New York, possibly where the band originated from. In popular culture, the Lower East side of Manhattan has traditionally been seen as a dark, gritty working class neighbourhood (that has since been gentrified).

I think the joke points out the irony of that neighbourhood's reputation versus the sunny (literally and figuratively), tropical nature of the palm trees where the movie is actually being shot. The artifice of Hollywood I guess :).
