Here's another fix. Go to Steam Settings/Downloads and clear download cache. Doesn't make sense but it fixed the issue. I'd try that first as it's dead quick, I tried it after trying everything in this video :)

Hey everyone, for whoever is about to try the final solution:

Keep both the steamapps folder (like he says) AND the Steam.exe file. For Steam to reinstall or update itself it needs the .exe file. Then you can delete everything else. Restart your PC and if Steam doesn't update or open itself on launch, go into your file browser and open Steam.exe yourself and that should do the trick.

Otherwise, that final solution did the trick after hours of research... saved me a 300 hour Nioh 2 save! Thank you so much for the guide

Thank you! I had my install from 2014. Copied across many pcs. It even had the old steam logo from way back to lol. I deleted everything but the steamapps and the steam.exe since it needed it. Launched steam and it redownloaded everything. All my synced cloud stuff showed an error so closed steam and opened and everything synced now!

Possibly only the userdata folder was needed but whatever. My download speeds now show correctly to!
