"Sumimasen" does mean "Sorry" or "I'm sorry", but it's most common use is the word "Excuse me". The more common word for "I'm sorry" or "Sorry" is "Gomen ne" or "Gomennasai", the formal term. But you're right nonetheless, the way Tanjiro used "Sumimasen" was in the correct scenario. It was polite of him to say that.
