1. Why FDR looks like a girl:

Traditionally, young boys were put in dresses until they were properly toilet trained, as the pants of the time were too complicated for a child to undo in a hurry. Furthermore, pants were expensive and much more easily outgrown than dresses. A boy getting his first pair of breeches was considered a kind of rite of passage towards manhood, though "breeching" was not considered effeminate, but rather a gender neutral practice.

2. Abraham Lincoln, like many presidents who were omitted, did not have a surviving childhood portrait or photograph. Lincoln, for example, grew up in the 1810's and 20's and was extremely poor, and thus it would have been unlikely for him to have been depicted in a portrait prior to the photograph taken for him upon his entry into politics in his 30's.

The first time i discovered the Franklin D. Roosevelt picture, I was shocked.
Breeching was the occasion when a small boy was first dressed in breeches or trousers. From the mid-16th century until the late 19th or early 20th century, young boys in the Western world were unbreeched and wore gowns or dresses until an age that varied between two and eight. (From Wikipedia)
