Russian FSB says US, UK and Ukraine behind Moscow attack

The director of Russia's Federal Security Service (FSB), Alexander Bortnikov, said on Tuesday that the US, UK and Ukraine were behind the Moscow concert hall attack that killed at least 139 people on Friday - despite repeated claims of responsibility by Islamic State.

Nearly all Intelligence Services have long histories of borderline if not outright criminality. In situations such as this one has to ask the question of motive. Cui Bono? Leading to suspect the Ukrainians. When the C.I.A was running Operation Phoenix I am certain some innocent Vietnamese were liquidated. Similarly the Chekists under Felix Dzherzhinsky liquidated plenty. So did the NKVD under Beria such as the Katyn Massacre. This raises a question of political philosophy. The social contract being that the state owns the ultimate instruments of coercion with the intention and mandate of using force to protect the public. Unfortunately sometimes innocent people are caught in the crossfire of the ruthless politicians pulling the strings.
