Repeatedly you are telling that ABHA № will be mandatory in future. So why not make it now?
But you have never mentioned what is the *"Benefit of ABHA Card especially for the APL category of people"* .

For BPL category public, they get Rs 5 Lakh health insurance cover. But there is no such benefit for the middle class people. They are only for paying the income tax, GST, VAT, etc.
