If the ballots are postmarked before the election, then they SHOULD be counted. I've voted absentee multiple time because I was out of country for military tours. My vote has always counted as long as it was mailed before the election.

Pennsylvania is a done deal. As of 8:50AM eastern time, they're sitting at 64% ballots open and Trump is up by 670k votes. For the remaining 2.95M votes, Biden needs to get around 77% of it to go shoulder to shoulder with Trump. Among mail-in ballot requests, 44% are registered as Dems, 31% Republicans, 25% independent and others. This means even if Biden gets ALL independent registered votes, would get up to 69%, short of 77% which is absolutely required.
