인권위, '대체복무제 도입' 국방부에 권고

The National Human Rights Commission of Korea is urging the government to adopt alternative service for those who refuse to do mandatory military service on the basis of religion or conscience.
The Commission established a standing committee on Tuesday to advise the defense ministry to allow them to participate in other kinds of civilian service.
The UN Human Rights Committee says the current rules violate their right to liberty.
A public opinion survey conducted last year by National Human Rights Commission of Korea found that over 46 percent of respondents said they should be allowed to do alternative service.
The corresponding figure in 2005 was just over ten percent.
Under the current law,... all-able bodied South Korean men between the age of 18 and 35 must serve 21 months in the military.
