TVOut concept on an STM32F407 MCU Board

This is the same as the other implementations but on the Seeeduino Arch Max, using an STM32F407VET6 microprocessor.

It is not quite a good quality output, although I think it's a good step towards the best quality.

I believe it is due to the use of the "Ticker" function.... and when I manage to configure Timer interrupts manually... quality may improve.

The blue board on top has the LM1881 IC to include future overlay capabilities.

Since the Arch Max works at 168MHz I will consider trying to implement 720p video... but that is really a big step for now.
