This is super common when people make concept art. You make tons and tons of different versions of what you want, then you take the best design and add the details you like the most, and if you still like other design parts that you have made, you can take them for other characters.

I think I personally don't mind this because, if it's a concept design and they didn't use the design, and design a completely new design for freminet and gaming in game, then it's brand new.
