How about this; most of you have 60 Hz monitors, and some 120. What would really make your game better is by capping your framerate at the highest value you can achieve without it fluctuating at all. Go lower if it fluctuates. This value should also be within the framerate your computer supports. If it's a 60 Hz, and your PC can mantain 60 Hz, use 60 Hz. Even if your PC can do over 60, don't use that. The same goes with other refresh rates. What this does is cap your frame TIME at a stable value(often the lowest). This makes for a much smoother gaming experience. To reduce the frame time further, you would need better components. Typically there's no need for overclocking, if you can't afford it, you should go and work some more :).

If you have an older or very low-end PC, Razer Cortex might help by freeing up some RAM. But for most gaming PCs, it's not necessary and could even slow things down.
