One thing I really like about this scene is the implication that despite Garp likely knowing that the Straw Hat belonged to Roger and Shanks, he still knows its importance to Luffy and respects it as an extension of him.

I love the fact that Garp does accept that Luffy will not give up the straw hat Shanks gave to him because at any time Garp could have taken the hat and destroyed it or something but he took Luffys wishes and happiness into account
