Once you create an UKVI account, might take a couple days (for me 3 weeks) before the form appeared. Had already received 2 reminders to complete and each time there was no 'form' to start the process. Be patient, log in after couple days or week and see if it appears. Elsewhere here and other videos users are asked to re-install app, think this is unnecessary. So be patient.
When it comes to using the App, make sure the phone settings allow for NFC (contactless payment) and this is enabled. Also, if you have a phone protector, remove it when you scanning the chip otherwise you will do this a dozen time each failing. All the best all!

I have tried different phones (iPhone and Android) different lighting conditions and still the same message.

I have gotten in contact with them and have only received generic answers as they have not been any help. I created my UKVI account with my BRP because my passport is not EU.

I have try to create a UKVI account, but it shows that I have already an account.But I try to login my account the says that I have already one account exist with my old BRP card. But recently we have new BRP card(Graduate visa) . And the system is not updated and I can't apply for the evisa.
