Honda CB250 Running /Idling, mildly irratic RPM

This is my Honda CB250 Idling, and trying to hold a consistent rpm, and the RPMs seem to drop a bit, and aren't consistent.

It had been parked for a while, and I'm trying to get it up and running again. I've drained the tank, added new fuel.

I've pulled the carbs off and cleaned them, as I had a nasty hesitation, which has now completely gone.

I pulled the plugs, and they do look dark black and fuzzy, which I believe is a sign of running rich, I did turn the mixture screw down a bit, but it didn't seem to help.

I might try tweaking the mixture again when I have a chance, see if I can dial it in a bit better.

Does anyone have any suggestions as to how to improve the running a bit, and / or point me in the directions of some good reference material / youtube videos that might help?
