Work requirements for Medicaid, TANF and SNAP benefits are done at the state level. Congress passed legislation that gave the states block grants for these programs because governors wanted more flexibility in distributing these benefits.

Mississippi still has over 2 million dollars in SNAP and TANF benefits they haven't spent. The block grants allowed the scandal involving Brett Favre and the former governor to occur.
