so basically...if my pc doesn't turn on..i should call a technician.

my computer will let me in after putting in my password, but it won't do anything else. If I try to open google or any other (e or Fox) it won't open. also when I try to pull up the tab that shuts it down or lets it sleep it will open appear. so I am unable to shut down. Any suggestions?
