When you think about it, if Dehya also dealt good damage then she'd be one of the most self sufficient units out there. She wouldn't need a shielder because of her interrupt resistance, she wouldn't need a healer because she heals herself. I guess Mihoyo thought that'd be too OP so they made her do wet noodle slaps to balance it out.

Imagine, an unkillable Pyro unit that scales of hp and will provide a ring of fire in her elemental skill that continually heals and buffs your team. Even at c0 she'll revive ded characters during her burst and heal them off field, she increases your resistance to interruption and takes damage off field but will heal herself so she can't die.
