I personally love how Kishi depicts Tsunade's philosophy in leading through all of these tiny bits. While fans frame her with the medical nin stereotype, she's obviously more of a brave combatant who grab the bull by the horns even in her policies. While all other Kages are hard-wired with the notion of protecting the Jinchuriki, the woman strategically pushes all of her shinobis to their absolute best and expect nothing but their utmost service for a common cause.

I like how, after this, if Minato felt like it he could have assassinated B at any time between this and his death. The Data Books even call it a form of cursed seal because anyone you put it on is a dead man walking. He never even tried. Can you imagine the third hokage, raikage, or tsuchikage declining to assassinate an enemy jinchuriki at 0 risk after they tried to steal their own? Maybe the Hokage, but then Danzo would have carried it out anyway and he'd pretend to be shocked when he learned but not punish his childhood friend meaningfully.
