If I understood correctly, many of these verbs are just more informal synonyms of usual verbs. I noticed that in this aspect we don't have phrasal verbs but we do have many verbs and often many meanings of same verb. Here's some Russian equivalents of these verbs (I'll enhance this list later):
freak out (scare) = пугать
wake up = проснуться
get up = встать (с постели)
turn on/off = включить/выключить (прибор)
stress out (irritate) = раздражать
come up with = придумать
bring up (discuss) = обсуждать/поднимать (тему)
stand out = выделяться (из толпы)
look up (search) = искать
figure out = выяснить
