To be fair, Luffy showcased a huge power-up immediately after his little tussle with Franky with Gear 2nd and Gear 3rd. Sanji and Zoro also powered up with their interaction with CP9 (Diable Jambe, and Nine Sword Style Asura), where Franky stayed at the same level. Oda didn't nerf Franky, he buffed Luffy/Zoro/Sanji. Had to keep the monster trio on top.

He managed to storm the Toy House in Dressrosa against several Donquixote executives and a Vice Admiral, and even though its non-canon, in Film Z, Franky showed up as the cavalry for the Hats, and it was treated like “oh, everything’s alright, we’ll fight the important guys and Franky’ll fight literally everything else.” He doesn’t get solo fights, he just handles hordes of enemies so everybody else can fight in peace.
