Italian here. In the mountains people often take off their shirt on hot days, especially when working outside. But when you go back inside it's always shirt back on.

I'm from Italy, It's not "illegal", like a crime would be, it's just common sense. It's not allowed in some places because is considered an act against personal decency and if you are in a public space they can and will tell you to dress up.

Edit: Quello che volevo dire con questo commento, in risposta a chi dice che è in effetti illegale, è che non è l'atto in sé ovvero andare in giro senza maglietta che è un crimine, ma è andare in giro violando la pubblica decenza. Se si và in giro nudi ti arriva un multa lunga da Roma a Trebisacce e se vuoi anche l'arresto 😂, se vai in giro senza maglietta alla terza volta che ti dicono vestiti allora con una multa a casa ci vai. Quindi di fatto è buonsenso andare in giro in modo decoroso.
