As per me, public IP blocking is not permanent solution,

as there can be chances of legitimate traffic from the same public ip address in future..

Any ideas how to block a root user as we were hacked a month ago and the root user (given themselves all permissions) keeps sending spam emails SES off our account racking up >USD1500/month in chages we simply cannot afford. But isn`t this limited per Ip address and rule number? For example, if a attacker sees that his IP is blocked, he will change IP's and try again right? And if I can only block 100 IPs because of the amount of rules I can create, a persistent attacker will be eventually able to connect, doesn't mean he will pass though because there are a lot more layers I think. Can anyone clarify this one for me please? I'm still learning this stuff
