I want to have a light and kind of heartwarming theory.
The girls are actually little 5 year olds named Flower (Blossom) Candy (ButterCup) and Biscuit (Bubbles) and they're guardian is their 14 year old brother, Alex. Due to their parents working all the time and being busy Alex keeps the kids entertained by making them costumes and acting as if hes a villain and the kids are super heroes.

One theory I always had as a child was involving the magician episode, particularly his backstory
So in that episode, there was a girl who looked like Blossom who lead to his death in the first place.
As a child, my theory was that Ms.Bellum was actually the one who killed him
