Could :-
★ for past ability and capacity
When i was a child i could run faster than you
★ for polite request

Mam, the word 'Can' functions with two different meanings.

1.I can do It!
Here 'can' functions as an ability.

On the other hand,

2.Can I come in?
Here 'can' works so as to seek permission.

Hence, I would not agree with it fully, as 'could' can't replace the word 'can' in every circumstance.

According to Cambridge Dictionary, when we talk about possibility, we use can, could and may, but they are different in meaning. To ask for permission, we can also use the words can, could, and may. However, we use can and may, instead of could, to give permission.
