The commentaries to the video are 80% of the problem. If you look closely st the video, you can see that the commentator is stirring up drama for no reason. Tyla didn't ignore Halle. She thought Halle was directing her on where to stand. By the time she understood Halle was trying to give her something and reached out for it, Halle had already turned away. Tyla's attitude then was very much, "ah well, okay". She did nothing wrong.

I'm pretty sure it's a misunderstanding. It looks like Halle was trying to give Tyla the envelop with Tyla's name on it that says winner. But Tyla didn't understand what Halle was doing. Tyla's reaction afterwards does makes it look like shade. (Tyla hasn't done enough yet to act diva-ish!)
