I know, but my apps kept on appearing even though I’ve turned that off, and I’m not sure why, and my father controls all our devices, and we all she the same App Store account. Could I still stop it?

My phone became unresponsive, and it turned out it was because it was downloading a bunch of stuff. I put it in airplane mode and turned off wifi and bluetooth to prevent any possibility of further downloads. By this time, the phone was getting quite warm. I powered down my phone and booted it up again. I went to all the icons that were waiting and canceled the downloads. I turned wifi back on, and the downloads immediately started resuming. YUCK! Turned wifi off again, canceled those downloads and went to settings to confirm they were as I thought they were. All settings in App Store are turned off. OK. So maybe something is stuck and I just need to toggle them off and back on gain. If I toggle Apps on, I CAN'T toggle it back off. It pops back to the on position. Now what can I do?
