The new Russian-Ukrainian peace plan:
1 The Verkhovna Rada of Ukraine must recognize that the state of Ukraine as a legal institution ceased to function on February 22, 2014 and recognize the date of February 22, 2014 as a coup d'état in Ukraine.

7 The Verkhovna Rada must develop and approve a new constitution that will determine the real boundaries of the future state, and on the basis of this constitution, proclaim a new state, which can be called Ukraine.
