You need some time to pass before you test. Tests aren't going to show anything if you test someone too early. The body needs time to respond to the virus first. Antibody tests don't test for the presence of viruses it tests for the presence of the bodys immune response to covid.
So if you're considering testing travelers you need to make sure they would get sick before you test them and without them infecting other people. That implies a quarantine. There's other tests that could show viruses quicker if you sample well I would imagine. Tests that look for RNA/DNA of the virus. But I have no idea how expensive or how quick these are. And you risk grabbing a sample that happens to not have covid in it. Presumably antibody tests are the norm because they can be widely deployed and RNA/DNA tests aren't because they have problems with being expensive or inaccuate for general use.

That's my layman understanding of this. I don't think testing could be a realistic alternative measure.
