The extreme radiation blazing within Garou might damage Pucci a lot in their first few seconds in the battle, but with Made In Heaven's speed and the ability to Reset The Universe, Pucci gains the upper hand, but due to the damage might die aswell.

Mih can fully control gravity, infinite acceleration to speed and accelerate time. Garou cannot copy his power because he can’t see it and he isn’t a stand user.

Which means who start to accelerate will be faster, garau will start to accelerate time after pucci according to his databook and how copy ability works, pucci just wons in any way

OPM fans thinking Cosmic Garou can replicate something they can't see.

From what I've seen, he copied the fighting styles and combined them together with perfect synergy as well as strength. He can probably feel MiH's presence but cannot see it as he isn't a stand user. If he tries to copy Pucci himself, he would still be the same as Pucci fights with the stand and Pucci would accelerate time and not include living beings but because of the cosmic radiation Pucci might die, but if he heard about it or seen it then he probably wouldn't accelerate time and probably accelerate himself to have infinite speed and Pucci might be weak but the equation of force is "Force = Mass * Acceleration" and since Pucci has infinite acceleration, Pucci would hit Garou with infinite force and kill Garou in a single hit if Pucci contained infinite speed in an instant. Garou is extremely tough because he survived Saitama for a while, but if Pucci gets infinite speed or an absurdly high speed before Garou could attack him, then Pucci wins easily.

Lets say battle 1 goes like this :
Pucci and Garou don't know one's abilities but are tasked to kill each other, Garou feeling a spiritual presence but not seeing it would attempt to attack Pucci, Pucci not knowing what cosmic radiation is would probably accelerate time and strike Garou with extreme force and kill Garou or attempting to reset the universe, but Pucci know has cosmic radiation and since he accelerated time, the cosmic radiation kills Pucci.

Result : Stalemate

Battle 2, Pucci and Garou knows each other's abilities, Pucci now knowing what Cosmic Radiation is would accelerate himself only, Garou knowing his ability but still unable to see MiH would still die because he can't catch up with *extreme speed*.

Result : Pucci wins

You can't copy what you can't see. Pucci would only annoy Garou until Pucci gains infinite or immense speed. Even if it isn't infinite because well you can't catch up to infinity and Jotaro did stop time, the speed will be so huge that it won't matter.

I really like OPM and JoJo and I've seen Garou's capabilities and MiH's abilities, and even though MiH's strength, durability, power is ass compared to Garou, it would still be resolved with extreme speed and abilities.

in all of pucci’s fights he always assess’ the battle and figures out a way to kill the biggest threat off
This was shown in the fight with MHA when he made a scenario that got the strongest one killed.
The situation was jotaro either saving jolyne or killing pucci
Jotaro saved his daughter and pucci took advantage of jotaros family love killing him instantly
