Hunter is BY FAR the best method.

You are worried about the health needed for missions? Don't be. Do the Paramedic at the beginning to get full max health. That combined with normal armour is more than enough for any mission up until Last Venturas and return to LS.
After you are able to get the Hunter, do the Vigilante mission with it... You easily mow down any enemies (and are also very fast in doing so) and the wanted level that you get won't even bother you as you are in the air. And by this point, yes the extra armor increase will be good for the later missions and the gang territory conquer.

Firefighter and Paramedic are suggested to be done at the beginning. Pimping can also be done in LS or better yet in San Fierro, this also applies to the Taxi missions because San Fierro is the smallest city of the 3.
Vigilante is really only feasible at the near end game with the Hunter or the Rhino. The Hunter will save you a lot of gried and time. The Rhino in SA is not undestructible, after a ton of crashes with it, it will eventually start fuming and explode, or even some fire getting caught on it, plus the Rhino is slow as hell, the Hunter covers ground much faster and the Gun turret in it locks-on automatically and you can spam rockets infinitely. Still, up until level 12, the Rhino is more than capable without much trouble, it's just much slower than the Hunter.

Oh yeah, this gets uploaded the day AFTER I spent 4 IRL hours constantly restarting cuz I wasn't able to keep the police off of me. The must frustrating restart was on level 12, I was down to the last car and caught it on fire. They all jumped out and nobody died from the explosion. I try to shoot them out from my cop car, and a cop busts me without me even knowing he was there!

right so FINALLY finished this with the police bike in angel pine and all I have to say is that unless you want to spend countless hours hoping you don’t get bugged out with no new wave, kicked off and arrested randomly with only 1/2 stars, or God forbid losing your bike due to explosives/fire, then don’t bother and stick with the rhino/hunter method. hands down the most challenging test within the game, but even with extra health, being fireproof, and being mildly decent at the series, I still wouldn’t recommend

this side mission makes you wonder if 50 percent extra armor is truly worth it...or completing the game 100 percent

I’ve had it with this side mission. I’m using the Bike method in Angel Pine and it’s completely based on luck. I’ve got to wave 11/12 countless times before being bashed off my bike from behind and ending up Busted/Wasted before I can even get to my feet. I’ve been bashed into the water by oncoming traffic and not able to recover a police vehicle in time. I’ve also had the mission itself bug out on me in both wave 7 and 9 where no new targets spawn in and the timer runs out. It’s a complete piss take.

Best trick to finish-
1 add 3 people in your gang
2 try to start mission which remains inside Los Santos
3 When you will start firing your gang will also start firing on them so there are less chances of your vehicle getting blast

But what I hate when play this side mission……the police always disturb me while chasing the enemies even though I chasing the criminal

Like I did in Vice City, I will use the rhino because it's the easiest way and it's also fun

If anyone wondering, for hunter if you want to make a little money try to get 5 stars so it doesn’t glitch out to only lvl18-21 cause for me it stopped there, but when I got a higher wanted level before starting I got up to vigilante level 189 with enough money that I don’t know what to do with it.

Area 69 needs some serious security improvements if a busta like Carl can just hop the fence and drive off in one of their tanks.

With the hunter it's easier. The fact is that one does need more bulletproof capacity since the start of the game (specially with the gang wars)

A tip that i found very useful is to use the hpv-1000 and an smg
If the wanted level reaches 3 stars then get to the nearest barber or clothing store and buy smth.
Then just follow the criminals until the wanted stars go away.
After the stars go away, start blasting from behind


I noticed that with 1 star, the police barely try to chase you
With 2 stars, police cars and bikes will chase you
With 3 stars, if not moving quickly, no heli will chase u and only police cars will chase you. When stationary, the heli chases you
With 4 stars, fib vehicles and swat vans chase you and start to put up roadblocks

Beat this yesterday in a couple tries. I used the bike method in los santos right after the Doberman missions, so I could grab the mp5. Got my MP5 to hit man level. Than grabbed the police bike and did the missions. Everytime I got 3 stars I’d head to a bingo or safe house and change my shirt and it would get rid of the stars with 30 seconds left to get on the bike. And also keeping a safe distance back. In all honesty it’s not as hard as people crack it up to be. Hope that helps someone.

You can place backpack bombs up the road to where they’re driving.
Also, importantly since time usually isn’t nearly as much of an issue as the wanted level is, it makes sense to change clothes/pay n spray another vehicle/ride to a 'bribe star'.
Getting your health back up is also sometimes helpful and doable.

For those who have a hard time on this i just finished this mission in san fierro where i did tried it many times and the best method i came up with is. Keep killing the vigilante without getting arrested by the cop until level 9 or 10. By then you mostly have 10 min to let the vigilante to roam arround the city and you need to find those star badges where it reduces the star level on you. Which i did found 5 max and i just needed 4 star for it, it will take 2 min or 3 for you to collect them sinces those cops are going to be in your ass but if you collected it you are clear and you can continue the mission without the cops. Yes you will get a star again but it will not be that bad since you are close to ending it. My english is not good so please im sorry if i have some wrong grammars

Tips:
- Have minigun ready
- use motorbike
- Do it on Las Venturas, because they have wide road space, also lots of barber and clothing shop to loose the heat
