Resilient Communications Demonstration Project

Resilience of the bulk electric power system to survive “black sky events” is a priority for the electric sector and society as a whole. Recovering the bulk electric power system after such an event will require reliable communication allowing the timely exchange of information.

In identifying this need, the Electricity Subsector Coordinating Council established a Resilient Communications Working Group to focus on solutions that can enable speedy grid restoration in the event of a black sky incident. In October of 2019, the RCWG implemented a ‘test-and-learn’ demonstration in order to explore various commercially available communications systems and interoperability solutions that could be employed to reach the goal of system resilience. This video documents the “test and learn” demonstration and the results from the testing.
