Former professional skater here. What they’re skating on is called “Glice” among other brand names.

TL;DR: It’s a synthetic ice surface which is essentially a plastic polyethylene surface that is cheap, portable and easy to set up.

Synthetic ice is used for a few different things. Some skaters will buy some panels of glice to set up in their backyard or garage to train at home, and it’s also used by smaller travelling shows or companies that set them
up for amusement purposes such as in this video. Glice obviously doesn’t require the refrigerator pipes beneath the surface that real ice rinks require and therefore is more cost effective and easier to set up in shopping centres and so forth. Basically, their pitch is that you can have it wherever you want, even out in the sun in 30c temperatures and it’s cost effective. But all that comes at the cost of missing out on that authentic ice feel, although the manufacturers will tell you it feel’s exactly like real ice.

You can skate on the surface “as is” which it looks like they’re doing in this video. This is typically safer for less experienced skaters such as the general public, but when being used by performing or training skaters, it’s usually lathered with a lubricant substance which makes it much easier to skate on and more like real ice.

This actually isn’t a new invention, synthetic ice has been around since the mid 1800s although it wasn’t commonly used until it was more refined in the 1980s.
