Some mods don't drop at all. I farm the fire boss on hard mode for 3 days and the high voltage never drops, it's completely some mods drops from certain boss only.

If you like to gamble you can mix 2 transcendent mods and 2 ultimate for a chance at 1 transcendent, or 3 t and 1 ult
