The Titans did NOT have Amuro under surveillance, it was the EFF with the orders coming straight from the top. The EFF did not trust "newtypes" AT ALL..They did not want to risk someone who essentially wiped out the Principality of Zeon single handedly turning that ire against them. It wasn't the Titans, bro. They were basically special forces and did not try to absorb and BECOME the whole EFF until late in the Zeta show.

I appreciate the excellent fresh animation and action choreography of the 2005-2006 Zeta Gundam movie trilogy. With that said, I will always consider it a non-canon alternate timeline that is still weaker than the 1985-1986 TV series. The series eclipses the movies due to the AEUG visiting Colony 30 in-person (which cements how much the Titans adopt Zeon-like tactics) and Char's "Day at Dakar" speech to the Federation General Assembly. That speech is such a fundamental core piece of development to the Universal Century.
