Over the years, Labour had two types of leaders: those who treat it as a social movement, and those who treat it as a political party. The only ones who got to actually improve people's lives were those who realized Labour is a political party, not a movement - i.e., that Labor can get stuff done if it wins the election, not if they march in demonstrations. Anyway, Starmer clearly realizes that Labour is a political party and not a social movement, and, more importantly, that if he wants to help people, he must get Labour to win the next election.

I’m a swing voter and have voted for all the major parties and usually decide in the last days before Election Day. This is 1-2 years before an election and I am more sure than I have ever been that I’ll be voting Labour.

Of course he "has an eye on tory territory" - this is why he has adopted Tory policies and wrapped them in a labour bow.
His policies and words are designed to appeal to the Tory voter base, but at their core they just as abstract in meaning as "leveling up" or "make brexit work" - the labour equivalent of get brexit done.
Even their mantra: "build a fairer, greener, and create a more dynamic Britain" whatever that means, while also saying: No compromises or deals with the SNP - the third largest party in WM and largest in Scotland - explain to me how ignoring that and the 47% voter base is "fairer and creating a more dynamic Britain"?
