Harold C. Cohen

Dr. Harold C. Cohen has over 45 years of experience with EMS in various roles. He is retired from the Baltimore County Fire Department where he served as a Deputy (Division)Chief in Emergency Operations, and as the Chief Paramedic (Battalion Chief of EMS). He is a former Paramedic-Instructor, CRT-Instructor, and EMT-Instructor. He is also a member of the Pikesville Volunteer Fire Company.
Harold is the principal at Cohen Mediation, a firm that provides alternative dispute resolution services. He teaches several programs for the National Fire Academy, including the research portions of the Executive Fire Officer Program. Harold is also a part-time professor in Emergency Management for Capella University.
Dr. Cohen hold a Ph.D. in Health Services from Walden University, an M.S. in Emergency Health Services Administration and Management from UMBC, and a B.S. in Social Science from Towson University. In 2001, he was an IAFC/NFPA Fellow to the Harvard University JFK School of Government in State and Local Executive Leadership.

During various phases of his career, Harold has conducted research in EMS management, EMS Education, and EMS Clinical programs. His research usually relies on input from EMS practitioners from every genre.
