In Australia my experience is that we’d be more likely to say “over Christmas” or “during Christmas”, or even “for Christmas”. “At Christmas” has a pommy sound to it.

Yes.
"On" should be used only for specific single days. Hence, on Christmas day, but at Christmas. On Saturday, but at the weekend.
