Typhoon Neoguri is approaching Japan's Okinawa island chain, packing strong winds and torrential rain. Hundreds of thousands of people have been urged to seek shelter. Typhoon Neoguri was passing over the southern islands on Tuesday, bringing strong wind and torrential rain.

Yeah, I know Okinawa's daily average temperature is between 29 celcius this time of year.
But Why The Hell would anyone go out in a tropical typhoon wearing shorts and a t-shirt????
