Marco Rubio tells ABC’s Jon Karl that he thinks China was sending a message to the U.S. with its spy balloon which showed Biden is weak:“These guys can't even do anything about a balloon flying over U.S. airspace. How can you possibly count on them...?" Karl points out to Sen. Rubio that the Biden Administration did shoot the balloon down.
