AWS re:Invent 2017: How Netflix Tunes Amazon EC2 Instances for Performance (CMP325)

Could you please help me to access aws cli of users without access and secret keys.
I know through IAM and Access and Secret key we access the CLI.
I wanted to know about without access and Secret keys is there any way to access AWS cli,
Reason we dont want to share the Access and Secret Keys to everybody in our organization.
