Did you ever hear the tragedy of Helldivers 2? I thought not. It’s not a story Sony would tell you. It’s a Gaming legend. Helldivers 2 was a co-op shooter, so powerful and so wise he could use the Strategems to influence the playerbase to create life… He had such a knowledge of the community that he could even keep the ones he cared about from dying. The fun side of the Gaming is a pathway to many abilities some consider to be unnatural. He became so powerful… the only thing he was afraid of was losing his players, which eventually, of course, he did. Unfortunately, he taught his Sony everything he knew, then his Sony killed him in his reviews. Ironic. He could save others from death, but not himself.

As the publisher, Sony is the one administrating the Steam page of the game. They were the ones who put the game on sale in countries where you couldn't create a PSN account. ArrowHead wasn't aware there were countries which would lose the access to the game once the PSN login became mandatory, I think many people miss that part.

I mean, it was Sony's fault for selling the game in countries without PSN, Sony's fault for having infrastructure so unprepared that they had to disable it entirely, and Sony's fault for changing all public avenues of information to shift the language from "optional" to "required".

Definitely Arrowhead's fault for not prominently displaying the PSN requirement in game, but definitely Sony's fault for selling those games to regions that cannot fulfill the PSN requirement.

Even if we take into account the fact the publisher temporarily removed the restriction, the game was still being sold to countries where PSN wasn’t available during launch time where the alleged restriction was up.
Even if the CEO played a part in the whole debacle, Sony was still selling the game to countries where players couldn’t create an account, when they were the ones that enforced the mandate. In the end, it is ultimately Sony that is at fault for selling the game in regions where players couldn’t access the game.
