The whole power scale stuff doesn’t really work in warhammer.
Also, the emperor is getting MORE powerful as time goes on. It’s been said that his power will return in time, but his body is ruined.
While the golden throne is failing, it’s known that the imperium will do anything to keep it going.
Emperor returning to full psychic power while placed in the golden throne + the psyker chorus will likely make him more powerful than he’s ever been in his prime, making him sort of like a chaos god permanently bound to a physical entity in real space.

It seems as though a fair amount of time the Big E is displaying his powers he is plot-handicapped
i.e.
1. Couldn't prevent the Horus Heresy despite having tremendous foresight even though the Cabal, Alpha Legion, and every major psyker force in the galaxy knew it was coming.
2. Couldn't heal Angron's Butcher's Nails despite being the virtual Omnissiah and having tremendous biotech mastery.
3. Went easy on Horus because precious Lupercal is the goldenboy.
I imagine with plot armor, I could fathom the Emperor beating almost everyone on this list.
