@HODGIZ The bow is linked to a dark brotherhood quest. Not sure it's actually there if you don't start the quests. The disappearing chests are a patch problem, apparently. The patch caused a lot of things to go crazy, and apparently this was one of them.

im starting to think that Bethesda made the chests and random items just laying around different for different that free bow thats laying on a balcony in Solitude....the dude that posted it has X-BOX...i have PS3...and it isnt there

Just to let every one know theres a bug on this map. Some people wont be able to see the chest :( i was looking for over 30mins and decided to 'cheat' and came on here. I have found the rock where the chest is supposed to be. Hopwever there isnt. Alot of other ppl have had the same problem :(
