Is My Evergreen Tree Dying?

Hello, We have a row of lilly pilly trees of different varieties along the side of the house and we have tried to grow and shape them into a mixed hedge around three metres high. We are in Melbourne, Australia. As mentioned in your video, the lower leaves have been dying and falling off over the past few years. The trees have lots of new growth but it's higher up. How do we have a hedge if the lower leaves won't grow? Is it too late to create a hedge to ground level? Should we now aim for a pleached tree? Any suggestions? Thanks.
